I’ve also heard there is no rule, it is just frowned on.
If someone could confirm, or better yet point me to where to find out, that would be awesome!! (My kiddo really wants to keep playing with his friends for games where there isn’t a conflict...)

4.2 REGISTRATION OF PLAYERS
4.2.1
Youth players may only be registered with one NTSSA sanctioned team at any given time during
the soccer year excluding co-ed teams. The soccer year will coincide with the soccer year of the
USSF.

That is, save for the fact that the skill levels can vary tremendously. They do a great job being a home for "select but not quite competitive" teams -- that is, when you want to build your own roster of friends and don't want to get the random kids assigned to you by your local association.
Should one of your friends play competitive soccer, so be it -- there's zero prohibition. (thus the fact that skill levels can vary tremendously). As such, the best divisions/teams usually have 4+ competitive players on them.
Oh, and as a bonus: Their leagues are grade-level and not "age pure".
PSA does their best to band teams into different divisions, too. The 7th/8th grade boys league this past year had 4 divisions, each division having 8-10 teams.
Disclosure: I coached my son's rec team from U6-U15 -- we moved to PSA at U14 and in general were happier there being able to build our own roster.
