I think I know the answer but can a player that plays competitive with a club still play in a rec league?

Unfortunately no, once you're registered as a competitive player you cannot play rec. Few options though, you can play indoor, register with a team thru US Soccer, etc.

You do have options, just can't play rec thru North Texas.

If you use a fake name and birth certifocate you can play in any league this is common practice.

Unfortunately yes, this happens all the time in all leagues. Watched a Plano Labor Day Tournament game this weekend that clearly had 17 year olds playing down.
