NTSSA Guest Player Release Form Clarification

Due to unfortunate circumstances 00G LH team is having to reach really deep for a June tournament. All guest players I've ever used have been other club kids.. coaches sign, submit, done. Help me with these two scenarios. Both kids live in PYSA playing area. I assume (probably incorrectly) player releases are required for ALL guests so non-NTSSA players like the two below need to go to PYSA (in this case) and obtain registration numbers and "rec player" signatures to play, correct?

Player 1 - On a club team that took a break and played PSA rec last season and will be back in PPL this fall.

Player 2 - Former LH player who skipped last season and didn't play anything at all.

From my experience, the rec player would go to the registrar that they are registered rec with to have them sign off to play with you. For example if person is playing in the CFBSA rec league they need to have the Carrollton farmers branch registrar sign off to play with you. 
The second person,   This situation really depends on, did she walk away from her team and just not come back to play in the spring, or did she get a full release from her comp coach to play anywhere she wants or did her release say "released to recreation play only" each of these scenarios could require different actions. if she has not been released to rec by her fall comp team then she must go to that coach and have them sign off on the gst play form. If she won't or can't do that then she needs to take it to north Texas and explain situation and they should sign off on it.

All of this can be confirmed by calling North Texas Soccer or your teams registrar.

Best bet is to call PYSA and/or NTSSA directly.
