That was discussed at length in the public webinars and Q&A sessions.
The firm answer was no. The stated reason..
"Girls are different than boys and we feel that the girls do not need it. The girls DA program will not mirror the boys in the format structure for that reason".
I believe the slide decks from those webinars are listed publicly.

for what its worth. boys DA has been around for years and only started U12 and U13 DA this year

It's what I've been saying for years, no $$$. That and the fact that until our demographics change soccer is not in the DNA sole of US athletics. Now, when ESPN starts doing Soccer Game Day...
