What happened to classic league relegation?

I thought 9th and 10th place teams got relegated annually and now I’m seeing teams who finished 9th last year (Fc premier 02 , Aztecas 01 , Fcd d2 01 team) just to name a few but they’re 10th place teams are in the lower division I was wondering If they switched the rule and I have no problem with it but that it allows for less competition to stay up because now all you don’t have to do is finish in last place and they’re is always some terrible teams per division anyways just wanted to see if anyone knew how they were allowed to stay up or which teams dropped out of classic league.or if the rule changed.

We have the same thing happening in other age groups. I believe several teams are not returning or they can't field a team allowing teams that would have been otherwise relegated to remain in.

I think if you have a D1 team not return, then the 9th place team should have to play the 3rd place D2 team for the spot. (Home and away, aggregate style like the big boys!)

I bet the 3rd place D2 team wins more often than not.
