More about the training & style of play than the number of teams.
Majority of all NTX teams are helpless against a team as athletic as them, particularly if the other team has any skill or tactical sophistication in their game.
Only a handful, if that many, coaches in NTX who can teach, train and develop players or a team to be competitive on the national level.

Finally, the nail on the head.
All the new initiatives related to playing format, etc. will not "fix" the problem if you have the same coaches in charge.

Pressure to win is too great. Develop takes a second, third or fourth row seat. Money well spent right?
